It was the same for me. Unfortunately, I can't remember exactly what the problem was (it was 2 years ago). I reported the defect and received a new tripod. Then it worked.
I wouldn't put anything heavier then a Cellphone to be Honest. It's flimsy and not meant for any DSLR. If you thinking of using it on a DSLR, then it's not worth it. I use it for the work webcam and that the only thing it would be great for. Anything heavier than a Cellphone is a Risk. The base it not that strong.
Since the Osmo action does not offer a mounting option, you need the frame supplied with the camera (Gopro mount), alternatively 1/4 inch thread.
.... whatever "cam" you are talking about ..... the PGY Extension Pole has the connection for action cams such as DJI Osmo, Osmo Pocket, etc. as well as for GoPro products. Attached to it, with an adjustable angle, is an adapter piece for camera winches of common system cameras. However, these should not be too heavy for this tripod.
According to research, the length is 14.9 cm and extended 56 cm.
