Is it possible to fix the "extension" of this wall bracket? I would like to use the plate for another application, where a steel plate is screwed onto the bracket and I place it horizontally on the floor. Then this plate should be adjustable in height and blocked or fixed by means of a screw or something else.

As a rule, this cannot be fixed, as the TV/monitor is usually only pulled forward to adjust cables. Since your project would be "alienation of purpose", we cannot guarantee this anyway. So you would have to tinker with something so that it could be "fixed".
