Windows 10 needs a Driver for this Card. I've got it to, but on every machine i install, it connects to the switch but you need to install the driver separately. I have the driver for this and other cards always on my unraid server and connect at the same time with the onboard 1Gbe network to get access to my server, so i can load the driver for the card over the onboard network. that's my solution for this problem. you can also take the cd or a usb-stick with the driver to install.
