Can I run this ram, which is 3600Mhz with a 2666 Mhz Corsair Vengeance RGB Pro and still overclock the 2666 Mhz to 3200 Mhz so they both run at 3200Mhz?

No! Never mix ram types, it won't run stably. The chance of the 2666 running at 3200 is very small anyway, not to mention the timing.
