Can I use this instead of a standard router? By this I mean have it connected to the power outlet 24/7 and connect my Pc and Tv directly on it?

So for one device, yes. There's only one Ethernet port. If one is on wifi and the other on Ethernet, this should work fine. The router administration options are somewhat limited but should work for your use case. :)
We have ours plugged in to power 24/7 and acting as a 4g modem for a standard router.
