No. Only the RTX 3090 will accept NVLink. There is no connector for NVLink on the RTX 3070 and RTX 3080 unfortunately

I hope you haven't already bought them, but no, definitely not! As D4rk0s says, only the 3090s can be connected to NVLink (formerly SLI). So two 3070s will do you no good at all...
