Can you install apps such as Plex on it?

Tend not to, no.
It is a "portable beamer" = display/output device.

Plex/Kodi etc. can be installed on the source, e.g. on a NAS / notebook / Shield / Pi etc..
I have several output devices at home, which are connected via Shields and Pi's (each with Kodi client, Plex would also work).
All these devices access the same data source (NAS). A Plex server could also be set up on a NAS.
