If you insert an sd memory card, it will be recorded in a continuous loop. This should also work without a connection, but I haven't tested it.

So mine also records onto the sdcard without wifi... So it also works without Wi-Fi. If your question relates to the internet, it also works without it. I only use cameras without cloud. My firewall doesn't allow any traffic from them.
With the tapo I recommend doing a tcpdump to cut their desired ntp servers with. I did so and then time-nw.nist.gov pointed to my own time server. This way the to-link cams have the correct time without internet access.

As far as I know, WLAN is always required.
