No, you do not necessarily need the Cloud Key. There is also a smartphone app that allows you to configure individual APs from ubiquity without a controller.

No, you can also download the controller from ubnt.com and install it on your PC. Once you have set up the AccessPoint, the controller software is only needed for changes. In small home networks with one AP, a controller is not necessary for continuous operation.
