Does an "eco-configuration" make sense if, for example, 3x 1TB 2.5" HDDs are installed in it - is this reflected in the 30-watt power consumption?

Not in my opinion. Since 2.5'' HDDs are per se less powerful than 3.5'' HDDs, it makes no sense to buy a high-end model of the Diskstation. In addition, ARM CPUs require less power than Intel Atom CPUs. I would also advise against a configuration of 3 hard disks. A RAID 5 only really makes sense with 4 hard disks, otherwise I would advise a RAID 1 with 2 hard disks.
My suggestion for an "eco-build": a 2-bay Synology Diskstation and either 2 economical 3.5 or 2.5 inch HDDs, simply a little larger (2TB).
