For me as a network layman: can I connect this switch to an Ethernet socket in the wall (which is connected to the router), and thus "split" this Ethernet connection to several devices (e.g. a desktop computer and a Swisscom TV box)?

Yes, that is the function of a switch.
But...
a) Do you really need PoE?
b) I don't know if the Swisscom TV box still works like this, or if this fix has to be connected to a port of the Swisscom router.

Basically, you can do what you want. At least with e.g. two PCs
