Powerline is used to extend the home network (Internet, for example) in the apartment/house. It doesn't matter whether it's for a TV, PC or anything else. The TL-WPA7617 can provide access to the home network in a remote room (as long as it is in the same power grid) via LAN (i.e. RJ45 plug) or WLAN. So if it's just about the Internet, in addition to the main TV (which is certainly close to the Swisscom box), another one in a remote room can be served with Internet. I emphasise Internet. This is not about the TV programme that is selected via a TV box, if that is the question.
