How can I attach this display to a laptop that does not have a display port via the USB-C port? Can I connect the display via the HDMI port with an HDMI to USB-C cable?

Unfortunately, you can't. The ASUS is powered via the Type C USB port - i.e. it won't work with an HDMI-USB-C cable (as power does not flow via HDMI). In addition, only the DisplayPort protocol is supported, not HDMI.
