I have 2x8GB and I would like to add 1x16GB more (same RAM, brand, frequency etc...) is that OK? Or do I have to add 2x8GB for it to be compatible?

This is not true! You can mix different size bars.
It is better to have the same frequency (speed) for all the bars. If you mix bars of different frequencies they will all run at the slowest frequency.

It's not possible, all your ram bars have to have the same capacity (you have to take 2X8)
