I have a Lenovo ThinkCentre M75q-1 Tiny (AMD Ryzen 5 Pro 3400GE, 8GB, 256GB, SSD, 3.30MHz) with Radeon Vega 11 Graphics. (Bought here at Digitec. Will I achieve the maximum resolution of 3840 x 2160 pixels with the computer and this Samsung U32J59?

I think so: I have a Lenovo laptop-A3D3TSPK, Intel i7-8550U CPU @1.80GHz, 16 GB RAM, 64 bit and reach the maximum resolution of 3840 x 2160 pixels with the Samsung U32J59. I'm very satisfied with this screen; just note that you can't adjust the height. The bottom of the screen is fixed 9 cm from the tabletop.
