I would like to buy this cooler soon for an LGA 1700 CPU. Is everything included with the product delivered today (mouting plate etc.) or do I still have to contact the manufacturer?

If the part is compatible with lga 1700 processors, then everything should be included in the package. You should get a good thermal paste and buy the cheapest one.
