If I save data from an HP computer running Windows, will I be able to read it on my MacBook? It doesn't work with my WD as it has to be formatted to either one system.

The easiest way to use an external hard disc with both windows and mac is to format the disc in the ExFat format. You can read and write natively on both platforms and there are file size limitation. Else, you would need to install a third party software to read/write ntfs on mac and HFS+ on windows. No comment on APFS!
