Is it normal that the SIM card is only held in place by the cover on the side, i.e. that it does not click into place?

No, you push the SIM card in and it clicks into the slot. Push it in again and it will come out about 2mm and then you can remove it completely with sharp fingernails. So this mechanism is defective in your case.
