The 150W TPD specified is not the same as the power dissipation of the CPU. It's more marketing gobbledygook anyway. The cooler certainly has better cooling performance than a standard Intel cooler. There are other factors. One of the most important is to remove the warm air from the case well. Without this, the air in the case heats up more and more. Even the best CPU cooler is no use if you constantly blow warm air through the cooler.
My 5800X has never really gotten hot with the cooler.

The maximum power dissipation of the CPU is specified at 190 watts, the cooler is designed for 150 watts.
