Yes, TB4 is backwards compatible with TB.
Yes, it is compatible with TB3.
On the other hand, it may be useful to know that: although TB3 is compatible without problem, using an adapter, with TB2, and that, as mentioned above, TB4 is perfectly compatible with TB3, it would seem that switching from TB4 to TB2 does not work.
