is this cooler good for an i7-4770 that is 6 years old and is only cooled to 80 degrees with the box cooler?

The problem is probably more to do with the heat-conducting paste, which after 6 years no longer has the same lust. (Or too much dust)
(Or airflow in the case is bad) --> makes a lot of difference!
But yes, this thing is easily able to cool the CPU...
Should also be more or less quiet... that's more the problem... not that it runs cool enough.
With my i7 with 65W TDP is actually nothing to hear.
Of course, you have a little more with 84W, but if you don't overclock it to the sky, it should run without any problems.

I can't give you any numbers for your CPU, but I have a 3600 under it and slightly overclocked and no problems with the temperature.
It will probably be fine for you if it's been the stock cooler until now.
