The description does not fit the solar panel. It sounds more like a charger.

It is a solar panel. Recommended when there is enough sun. If there is not enough sun, the battery is discharged by the panel. For whatever reason.
Today I would buy a USB solar panel and use a USB/Arlo cable. More power and cheaper.
