Tado needs an AC with full state display remotes. We don't have a De'Longhi Penguino PAC EX100 Silencer unfortunately so we can't check. Salut. If the air conditioner sends the status of the unit via IR, i.e. if the external display has an IR receiver, it could work. The Tado website has an overview of compatible devices and there is also a forum where you can ask questions. The installation is also explained on the website. The controller needs power and via the app you select which command set works for your air conditioner by specifying the air conditioner type and the remote control's item number. This could be quite painful if the air conditioner is directly from the caravan manufacturer...
Homee supports the IFTTT webservice. According to the fold link, Tado also offers some IFTTT triggers. Automation with Homeegrams should therefore be possible via IFTTT. You can connect the two products via the IFTTT service. Tado has various triggers and actions to choose from. The small part also offers access to the API if you want to program something yourself: https://www.openhab.org/
It does not work without a display. A display is necessary so that the temperature to be set can be transmitted. Perhaps it would be possible to configure the unit manually. But only the on and off function would be feasible. But it makes no sense to do that.
