The foot is to be filled with sand, but the bag is to be filled as well? If so, with sand too?

If you mean the punching bag itself, no, it is filled. Only the foot must be filled with sand or water, otherwise it wobbles.
I don't know which bag you mean. You have to fill the foot with water. Works well. Just don't put it on a slippery floor.
