Why is this combo of saddle and handlebars (as of today: 198.-) more expensive than the individual products, i.e. saddle 130.- (article no. 20739188) + handlebars 37.70 (article no. 20739189)?

As this combo article has its own barcode and purchase price, there may be price differences. In this case, it would of course be advisable to order the items individually.
