Do I still need the pressure reducer 1355-20 to operate the Gardena Micro Drip System?

Two questions about the Gardena rainwater tank pump 4700/1 item 14551300. When watering by hand, you don't need water all the time. Then the pump runs without delivering water. Is the pump designed for this? 2. how long is the power cable? Thank you very much for your answers.
