Simply screw in the screw in the centre of the cross (cross-head screwdriver, in the case of the white one from above or from below, depending).

The legs at the bottom are 18.5 cm long, the shelf itself is 5 cm long and then it goes up another 12.5 cm. I think you could put the whole thing the other way round just as well - the only difference I can see is that a screw hole would then be at the top in the middle, but that's under the pot anyway.
