Is there always a cable attached to it, or can the cable be unplugged and only plugged into the glass when needed?
Is the glass only for decoration and for charging the brush, or can water also be poured into it, e.g. for rinsing the mouth?

You don't have a cable on the glass itself, so you can also use it to rinse your mouth. The glass stands on the charging station (the silver one in the picture) and the cable is fixed to this station. :-)
