Is it not possible to set the unit to 0.0mm if you want to be completely bald?

No, unfortunately that is not possible. 0.8mm is the smallest. 0.0mm is shaving and no longer cutting. The scissors still have to reach the hairline without damaging the scalp. You may also be confusing mm with cm, because 0.8mm is already very small. For comparison: a fingernail is about 0.5mm thick.
