Can the WLAN created by this 4g router be used as a normal home network? Is it possible to use a smart home assistant to control smart home gadgets?

Capable yes, useful no. The thing is small and has a battery, great for quickly setting up a hotspot on the go, be it for a group work on the lake or whatever.
A proper WLAN router with 4G has decent sized antennas for LTE and WLAN and offers all the security features like firewall and tunneling. You might also want to connect a NAS, or do more than just stream movies on a smartphone.
