I ordered the board and it says BIOS version 3.90 is installed. To be on the safe side, I even ordered a Ryzen 3 1200 to test it. I still get no signal on my screen and no power on my USB ports. Does anyone have any ideas how to solve this?

What is your RAM speed? I can only run my 3200 at 2933.

I assume you have an external GK and have already checked the 8 pin connector in the "north" of the motherboard?
