This is more a question about the case than about this AiO cooler. According to Google, there are reports of people who have installed 280 mm radiators in the case. However, the question is probably whether the combined thickness of the radiator and fan is suitable. And with the 65mm of this AiO cooler (38mm radiator, 27mm fan), it may well be a tight fit. Whether narrower fans could help (the fans can be replaced) depends on the space in the housing.

Drill hole, refill, seal hole. The manufacturer never intended to make them refillable. The manufacturer is of the opinion that you never need to refill them.

I have had the unit for almost 3 years and have not experienced such a problem. In the meantime, some liquid is missing, but that is normal with all CECs, even if Arctic claims otherwise.
