Switching the inputs back and forth is possible, but I would rather buy a 32 inch display with 4K UHD resolution, because with 3860 x 2160 pixels you see much more image content and the Mac can also display that, Windows notebooks as well. Cannot answer to this question for the Surface Pro. I connect my Macbook Pro with the USB-C to USB-C connection and get the full resolution. No need for charger for the Mac either as it charges with the USB-C link to the Screen
