Have you updated the TV's software? Why can't it be the HDMI cable? Could it be the Internet connection? Reset the settings of the TV (factory reset). Try deactivating HDR on the Apple TV and setting the sound to stereo. Just to lower the data rate as much as possible. If possible, try 1920p instead of 4K. Connect a notebook and play a film that is stored on the notebook (without Internet). Do you have a Bluray player, how is it?
