Are there any technical differences between the QE65S95B and GQ65S95B? I only saw that one is for Germany and the other for Europe.

In my opinion, there is none. The most I could imagine is that the DE version comes with a Schuko plug and enclosed adapter. But I'm not sure.

Important to know with regard to the OLEDs of other brands: Samsung TVs do not support Dolby Vision and never will. This means that you cannot watch Netflix or Disney+ films in Dolby Vision, but only in HDR. Samsung's own HDR10+ format is not supplied by pay TV providers, they stream in Dolby Vision or HDR10, which is only basic HDR (not HDR10+). So if you want the best OLED picture quality, you should think carefully about whether Samsung OLED TVs are right for you.
