Can I use this device to watch all apps such as Paramount, Disney + on a TV that is not Smart?

Yes, as long as there is an app for Android TV. Disney+ worked, but I haven't tried Paramount. It's basically the same as Apple TV, just Android. Services that are subject to geoblocking can be used with VPN (I use NordVPN). I never use the smart TV function on my TV, only this box.
