You can't. Unfortunately, unlike DVDs, Blu-Ray playback is licensed. Therefore, you always need a paid software licence. This is also the reason why the good old VLC cannot (easily?) play Blu Rays.

So on the PC you need a player. On the TV, it depends on the TV.
