Can this cable be used to connect the laptop to a monitor to transmit video, power and data simultaneously?

Yes, you can. I have connected my Dell UltraSharp monitor to the Surface Pro 7 with this cable. This charges the Surface. I can also plug other USB devices (e.g. Logitech Bolt/Unify devices) directly into the monitor
