Hello, I would like to power an external camera using Usb and recharge the powerbank using Usb-C with a solar panel. Can this powerbank simultaneously charge and power a receiver?

It does support pass-through charging, as far as I've experienced. I don't know if the solar panel will provide enough energy to keep it charged long-term though. You might still need to charge the power bank separately.
