Question about Anker PowerCore III Elite

Is it correct that the PowerCore III only has an output voltage of 15 volts? According to the PD 3.0 specification, up to 20 volts would be provided. Or is 20 volts not supported by any device anyway?

On my model it says up to 20V with 4.35A on the back, which gives the 87W (20x4.35). At 15V it can deliver 3A (45W). On the laptop when charging with the powerbank I have seen over 60W, so that must have been in 20V mode.
