Is the VLC Player installed on the TV or can it be installed manually? If not: Does the TV have a player that can play .MKV files (H.264 & H.265, possibly AV1)?

The VLC player is not installed on the TV and cannot be installed manually under VIDAA-OS, but the integrated media player supports the playback of .MKV files with H.264, H.265 (HEVC) and AV1.
