Is this charger specified for Qualcomm Quick Charge 2.0 or even 3.0?

Neither. The charger charges the Lumia 950 and 950 XL faster than Qualcomm Quick Charge 2.0 using a process developed specifically by Microsoft. All Qualcomm Quick Charge verified devices can be found at this link:
