It says it can be flown. Does it have CCC marking for China?

Yes, the CCC labelling is present. Bottom left. It is the round symbol with the three interlocking C letters. This is the official China Compulsory Certification mark.
By the way: apart from the weight, the powerbank is absolutely fantastic and I always have it with me!
