I am pretty sure that this assumption is wrong. After a short search, I found a few references to such a regulation, but all the articles are from November 2015. In addition, this regulation, if it really has a hand and foot, only seems to come into force from summer 2017 (TA 25.11.2015), which does not mean that it will have any effect.
