According to the supplier: Yes that is possible.
Thunderbolt 3 cable also provides up to 100W of power for Thunderbolt 3 and USB-C™ devices.

I tried to use it to connect an iMac to an HP Convertible. This did not work because the Mac no longer supports this. But connecting a laptop to a dockin station works and the laptop also charges.

It works with my mac laptop and lg monitor. So i‘d guessed yes.
