Is this charger specified for Qualcomm Quick Charge 2.0 or even 3.0?

Neither. The charger charges the Lumia 950 and 950 XL faster than Qualcomm Quick Charge 2.0 using a process developed specifically by Microsoft. All Qualcomm Quick Charge verified devices can be found at this link: https://www.qualcomm.com/documents...

According to our specifications, this charger is only suitable for Microsoft Lumia 950 and Lumia 950 XL.

This is a 5V / 3A charger (original for lumia 950XL, 3400 MA battery). Certainly compatible with other laptops with a battery of more than 3000 MA, equipped with the USB type C port (recognizable by the USB plug that can be inserted in both directions.
