I "only" have an I9 9900K but it's stable at 5.5Ghz and I've never got higher than 75 degrees. I would simply recommend mounting the radiator in front, as this allows cooler air to flow through. If necessary, perhaps install a second fan to supply fresh cold air to the GPU.

What do you mean? No, you can't just run the fans. You have a cooling head with pump that you mount on your CPU. This must always be run in at least minimum operation to ensure active cooling of your processor. If you don't want an AIO, buy an air-cooled CPU cooler solution, e.g. from Noctua.

The design of the X63 has been revised a little. You can connect the NZXT Aer RGB 2 fans directly to the pump, i.e. to an RGB cable that comes from the pump.
