Can anyone tell me if the Netflix and Spotify apps are available in the store and what a TV should be able to do to take full advantage of Apple TV 4k, is a good resolution and SmartTV compatibility enough?

Netflix app is available, Spotify is not (yet?).
Your TV does not need SmartTV functionality to fully use Apple TV.
Apple TV supports 4k HDR content, so to use it, the TV should also support 4k, HDR10 or even better DolbyVision. This also requires an HDMI 2.0 interface with HDCP2.2 support.
HDMI CEC is also very practical, as the TV switches on automatically as soon as Apple TV starts.
